On May 25, as part of the series ′′ State awards of the Russian Federation ′′ a stamp with the image of the order of Pirogov was issued on a postage stamp.
State awards of the Russian Federation are the highest form of encouragement of citizens for outstanding merit in the protection of the Fatherland, state construction, economy, science, culture, art, education, health, life and rights of citizens, charity activities and other achievements before the state.
The President of the Russian Federation establishes state awards and awards them.
The Order of Pirogov is the state award of the Russian Federation. Established by Decree of the President of the Russian Federation dated June 19, 2020, No. 404. The award is the name of Russian surgeon, scientist and teacher N.I. Pirogov, founder of military field surgery and surgery as a scientific discipline. Citizens of Russia are awarded for dedication in providing medical assistance in conditions of emergency situations, epidemics, military actions and other circumstances involving life risk, merit in practical medical activities and a highly effective organization of work on diagnosis, prevention and treatment of particularly dangerous diseases, contribution to promote public health, prevention of the occurrence and development of infectious and non-infectious diseases, and in other cases specified in the statute. Foreign citizens for providing medical assistance in complex clinical cases, treatment of particularly dangerous diseases, active participation in scientific activities of Russian medical organizations and other merits can be awarded in the procedure defined by the statute of the order.

The award is the name of the Russian surgeon, scientist and teacher Nikolai Pirogov (1810-1881), who is considered the founder of military field surgery,as well as surgery as a scientific discipline. The Order is awarded to Russian citizens for their dedication to providing medical assistance in emergencies, epidemics, warfare and other circumstances that are linked to life-threatening activities, merit in practical medical activities, and highly effective organization of work on the diagnosis, prevention and treatment of particularly dangerous diseases, contribution to public health promotion, prevention and development of infectious and noncommunicable diseases, as well as in other cases specified in the statute. In certain cases, the Statute of the Order of Representatives may be awarded to foreign citizens for providing medical care in complex clinical cases, treatment of particularly dangerous diseases, active participation in the scientific activities of Russian medical organizations and other merits. The motto of the Order of Pirogov is “Mercy, Duty”.
There were no state awards bearing Pirogov’s name in the award system of the USSR, but the proposal to establish the Order of Pirogov was first put forward during the Great Patriotic War and was discussed at the highest level in the post-war period. Sketches of the projects of the Order of Pirogov by various Soviet artists and architects have been preserved, but no project had been implemented. The establishment of the Order of Pirogov in modern Russia took place in the context of the COVID-19 pandemic, the first recipients of the award were medical professionals and volunteers who distinguished themselves in the fight against the spread of coronavirus infection.
In December 2019, an outbreak of COVID-19coronavirus caused by SARS-CoV-2 coronavirus was reported in Wuhan, Hubei Province, China. On 30 January 2020, the World Health Organization declared the outbreak a public health emergency of international concern, and on11March, a pandemic. In Russia, COVID-19 infection by mid-April 2020 was detected in all federal entities. On May 26, 2020, Russian President Vladimir Putin announced that the peak of the epidemic in Russia has passed. In June 2020, Deputy Prime Minister T. A. Golikova announced that the peak of COVID-19 incidence in Russia was on May 11, with 11,656 people identified per day. The number of deaths from COVID-19 in Russia by the end of the summer of 2020 exceeded 17,000 people. official statistics on the number of infected and dead in Russia have been repeatedly criticized, including by foreign media.
Against the backdrop of the spread of COVID-19 in Russia, it was decided to establish new state awards designed to encourage health workers who have distinguished themselves in the epidemic; Vladimir Putin stated that “unprecedented accomplishments in the name of his people, the Motherland, certainly deserve special encouragement from the state.” By decree of the President of the Russian Federation on June 19, 2020, No. 404 approved the statute and description of the Order of Pirogov. As RBC noted, the Order of Pirogov became the first order established in Russia since 2012: on May 3, 2012, Russian President D.A. Medvedev established the Order of the Holy Martyr Ekaterina. Simultaneously with the Order of Pirogov, the same presidential decree established the medal of Luka of Crimea.
According to the Statute of Honour, approved by the Decree of the President of the Russian Federation of June 19, 2020 No. 404 “On the establishment of the Order of Pirogov and the medal of Luka Crimean,” the Order of Pirogov is awarded to citizens of the Russian Federation in the following cases:
- for selflessness in providing medical care in emergencies, epidemics, warfare and other life-threatening circumstances;
- for services to practical medical activities and highly effective organization of work on the diagnosis, prevention and treatment of particularly dangerous diseases;
- for contributing to public health, preventing the occurrence and development of infectious and noncommunicable diseases;
- for special services in the field of medical sciences, development and implementation of innovative methods of prevention, diagnosis and treatment of diseases, medical rehabilitation;
- for services related to the development of medicines, their preclinical research, clinical trials of new drugs;
- For special personal merits in the training of qualified personnel for Russian medical organizations;
- For services related to the organization of emergency medical care, the provision of appropriate high-quality services, as well as the implementation of highly qualified inpatient care;
- for special personal merit in the implementation of charitable and other socially useful activities to support hospices, hospitals, and other medical organizations;
- for great merits in the development of volunteering, preserving and increasing the traditions of mercy, for gratuitous and selfless help to people, implementation of socially significant projects and programs, promotion of healthy lifestyle.
The Statute of the Order also establishes that this award can be awarded to foreign nationals “for providing medical care in complex clinical cases, treatment of particularly dangerous diseases, active participation in the scientific activities of Russian medical organizations and other merits”.
The badge of the Order is worn on the left side of the chest and, in the presence of other orders of the Russian Federation, is placed after the sign of the Order of Merit. For special occasions and possible everyday wear, it is envisaged to wear a miniature copy of the order sign, which is located after a miniature copy of the order of merit. When wearing a ribbon of the Order on the bar, it is placed after the ribbon of the Order of Merit.
The first awards of the Order of Pirogov were made on June 21, 2020: on this day in Russia celebrated the Day of the Medical Worker. Decree of the President of the Russian Federation No. 407 award with the wording “for his great contribution to the fight against coronavirus infection (COVID-19), dedication and high professionalism, 1,175 people were awarded the performance of their medical duty, and by Decree of the President of the Russian Federation No. 408 with the wording “for their great contribution to the fight against coronavirus infection (COVID-19), selfless work shown in the performance of professional duty” -630 people.
The media paid attention to the posthumous awarding of the Order of the resident of Karsun (Ulyanovsk region) Svetlana Anurieva. The girl, who attended Karsun Medical College, volunteered in February 2019; during the epidemic of coronavirus infection, she delivered food to pensioners, performing 30 applications per month, according to the Medical Volunteers portal. In May 2020, Anurieva was hospitalized, and medics diagnosed her with fourth-degree cancer. On 12 May, the volunteer was discharged from the hospital and re-started to help those in need, but was re-hospitalized on 22 May and died on 31May. The need to celebrate Anurieva’s merits drew the attention of the participants of the all-Russian action “We are together” at the meeting with the President. On June 29, 2020, by decree of the President of the Russian Federation No.431, with the wording “for the dedication shown in the fight against coronavirus infection (COVID-19)”, Anurieva was posthumously awarded the Order of Pirogov.
By decree of the President of the Russian Federation No. 675, the Order of Pirogov with the wording “for his great contribution to the development of health care, organization of work on prevention and prevention of the spread of coronavirus infection (COVID-19), long-term conscientious work” was awarded to the head of the Federal Medical and Biological Agency (in 2012-2020 – Minister of Health of the Russian Federation) V. Skvortsova.
