Under the Soviet Union, the Kyrgyz SSR postal service was an integral part of the Soviet system. Kyrgyzstan (or the Kyrgyz Republic) declared its independence in August 1991 and issued its first postage stamps on 4 February 1992. The nation has two designated postal operators — the original Kyrgyz Post (Кыргыз Почтасы. Kyrgyz Pochtasy SE) and the Kyrgyz Express Post LLC which issued its first stamps on 18 November 2014.

Mélis Ouboukeev (in Cyrillic Мелис Убукеев) is a Soviet filmmaker of Kyrgyz ethnicity , born on April 17 , 1935 in Frounzé (today Bishkek ), in Kyrgyz RSS (then integrated into the USSR).
Graduated in history from the University of Frounze in 1958, he obtained his director’s diploma at the VGIK in Moscow in 1964. In 1960, his short documentary film The Mountain River, shot at Kazakhfilm, reveals the language of the young generation. Ouboukeev is one of the pioneers of the cinema of his country, and forms, alongside Tolomouch Okeev and Bolotbek Chamchiev the generation qualified in the Soviet Union of “Kyrgyz miracle”. He works for film and television.
